Lead Paint Rules for Painters
Disturbing old paint can release lead — a serious health hazard. The rules turn on building age: the US EPA RRP Rule covers pre-1978 housing and requires certified firms, certified renovators and lead-safe containment; the UK's Control of Lead at Work Regulations 2002 apply where work is liable to expose anyone to lead (leaded domestic paint largely phased out by ~1992); and in Australia and New Zealand, paint made before 1970 is the most likely to be high-lead. Building-age triggers by country
The single most useful screening question is "how old is the building?" Paint made before the relevant cutoff is the most likely to contain hazardous lead. The dates below are general guidance — treat any building near a cutoff as potentially lead-bearing.

These are screening dates, not guarantees. Older buildings can have newer coatings and vice versa — the reliable test is an actual lead test on the surfaces you'll disturb.
United States — the EPA RRP Rule
The Renovation, Repair and Painting (RRP) Rule (40 CFR Part 745) is the one most US painters must know. It applies when you disturb painted surfaces in housing or child-occupied facilities built before 1978. The core obligations, at the time of writing:
- Firm certification. The company must be certified by the EPA (or an EPA-authorised state program that runs its own equivalent).
- Certified renovator. A trained, certified renovator must be assigned to direct the work and ensure lead-safe practices.
- Test or presume. Either test the surfaces (EPA-recognised test kit, or a certified inspector/risk assessor) or presume lead-based paint is present and work accordingly.
- Containment. Contain the work area (interior and exterior), restrict access, and cover the ground/floor to catch debris.
- Prohibited practices. No open-flame burning or torching, no heat guns above the manufacturer-stated limit, and no machine sanding/grinding without HEPA exhaust control.
- Cleanup and verification. HEPA vacuum and wet-clean the area, then perform the required cleaning verification.
- Records and disclosure. Keep records, and provide the EPA lead-hazard information pamphlet to owners/occupants as required.
There's a minor-repair-and-maintenance exemption for very small disturbances — at the time of writing, under roughly 6 square feet of interior paint or 20 square feet of exterior paint per project — but window replacement, demolition and certain other activities are never exempt. Separately, OSHA's lead in construction standard (29 CFR 1926.62) governs worker protection: exposure assessment, the permissible exposure limit, respiratory protection, hygiene facilities and, where applicable, blood-lead monitoring. Confirm current thresholds directly with the EPA and OSHA.
United Kingdom — Control of Lead at Work
In the UK there's no RRP-style painter certification scheme, but the Control of Lead at Work Regulations 2002 (CLAW) place duties on employers whenever work is liable to expose anyone to lead. Leaded domestic paint was largely phased out by around 1992, so pre-1992 buildings are the higher-risk group. Employers must:
- Assess whether the work is liable to expose employees (or others) to lead, and to what degree.
- Prevent or, where not reasonably practicable, control that exposure — using containment, wet methods and HEPA equipment rather than dry sanding or burning.
- Provide suitable respiratory protective equipment and protective clothing, plus washing and changing facilities.
- Carry out air monitoring and, where exposure is significant, medical surveillance and biological (blood-lead) monitoring.

Australia and New Zealand
Australia and New Zealand rely on work-health-and-safety duties plus guidance and standards rather than a single national lead-painter licence. Paint made before 1970 is the most likely to contain high lead levels, with limits reduced progressively afterward. In Australia, Safe Work Australia guidance and the standard AS 4361.2 (guide to hazardous paint management) describe safe removal, containment and waste handling; the model WHS laws impose duties to identify and control the hazard. In New Zealand, WorkSafe NZ guidance and the Health and Safety at Work Act 2015 apply the same test-or-assume, contain-and-control approach. In both countries, exterior sanding and blasting of old coatings is a common high-exposure activity that warrants extra containment and PPE.
Canada
Canadian lead rules are provincial. Older buildings — commonly treated as pre-1976 for higher risk, though limits changed over time — are the ones to screen. Several provinces regulate lead as a designated substance (for example Ontario's designated-substance regulation), with duties to assess exposure, control it, and protect workers. WHMIS 2015 governs safety data sheets for products. Because obligations and thresholds differ by province, check your provincial OHS authority (Ontario, BC, Alberta, Quebec, and so on) for the job at hand.
Required PPE and containment
The specific controls scale with the exposure and your jurisdiction's rules, but the common baseline for disturbing lead paint is:
- Respiratory protection — a properly fit-tested respirator; a half-face respirator with P100/P3 filters is a widely used minimum for disturbance work, with higher protection for heavy or prolonged exposure.
- Protective clothing — disposable coveralls, gloves, and eye protection, removed and disposed of to avoid taking lead dust home.
- Dust-suppression methods — wet scraping/sanding or HEPA-filtered tools; never dry sanding, grinding, open-flame burning, or uncontrolled power tools.
- Containment — plastic sheeting over floors/ground and access points, restricted work zone, and signage to keep others out.
- Cleanup — HEPA vacuuming and wet wipe-down, not sweeping or dry dusting.
- Waste and decontamination — bag and dispose of lead waste per local rules, and decontaminate (wash hands/face, change clothing) before eating, drinking or leaving site.
When testing is mandatory
The recurring theme across every country is test or assume. You are rarely allowed to simply disturb old paint with no precaution:
- United States (RRP). A certified renovator must either test the surfaces with an EPA-recognised method (or use an inspector/risk assessor) or presume lead is present and use lead-safe practices throughout.
- United Kingdom (CLAW). The employer must assess whether the work is liable to expose anyone to lead; where it is, exposure must be assessed and controlled — testing informs that assessment.
- Australia / New Zealand. Guidance recommends testing before disturbing paint on pre-1970 buildings, or assuming lead is present and controlling accordingly.
- Canada. Provincial designated-substance rules typically require an exposure assessment before work on older buildings — check your province.
Practically: if a building predates the cutoff and you can't rule lead out, either lab/kit test the actual surfaces or treat them as lead-bearing and use the full control set.
